Youth Program Quality Coach-Trainer (Spokane County)
School’s Out Washington (SOWA) is an independent 501c3 organization serving the field of Expanded Learning Opportunity (ELO) programs throughout Washington State. School’s Out Washington is dedicated to building community systems to support quality afterschool, youth development and summer programs for Washington’s children and youth ages 5 to young adulthood.
Position Summary: The Youth Program Quality (YPQ) Coach-Trainer works as part of the Program Quality Division to provide on-site and virtual coaching and professional development supports for Expanded Learning Opportunity (ELO) providers for the purpose of enhancing the quality of services to youth in Spokane County and Eastern Washington. As a YPQ Coach, they will lead and facilitate individualized sessions and trainings to programs. As a Trainer, they will develop and facilitate in person and virtual sessions for larger groups. The YPQ Coach-Trainer will work in partnership with the Coaching Services Manager and the Regional Manager in Eastern WA to provide culturally responsive professional development to meet the needs of ELO programs.

Location: Spokane, WA (Note: Our Spokane staff are currently working remotely from home. As COVID-19 restrictions lift, we will reevaluate and may re-open our Spokane office; this position will require reliable transportation to travel to and from programs across Spokane County and Eastern Washington region.)
Field Services Team
- Deliver Coaching (using both on-site and a variety of virtual platforms) by:
- Facilitating individualized sessions to support sustainable change in staff performance and youth outcomes. Content may include: Leadership development and staff supervision, Social Emotional Learning amongst others.
- Guiding, Engaging and leading programs in:
- Completing assessment processes using a variety of tools including the Program Quality Assessment (PQA) tools and using the results to develop an action plan for quality improvement, carry out the plan, and measure success.
- Supporting the designated agency lead in managing the year-long assessment and intervention cycle, maintaining the focus on strengthening staff performances with youth at the point of service and supporting strategies that promote sustainable change in staff performance.
- Using assessment results to identify program improvement and professional development priorities;
- Designing and delivering custom training and coaching services to support implementation of action plans;
- Plan and facilitate YPQ Methods and customized workshops for youth development staff to support their identified goals; as well as individualized sessions for programs in Diversity, Equity and Inclusion.
- Using online tools and virtual platforms as needed
- Design, develop and implement culturally responsive professional development content and action plans to meet the individualized needs of assigned youth development programs in the region.
- Model best practices that are culturally relevant and cognitively, linguistically, socially, and emotionally appropriate and responsive;
- Plan, facilitate or support professional development opportunities for internal and external coaches.
- Advocate with and for youth development programs being served and make referrals to community resources as needed.
- Attend coaching and project specific meetings with SOWA staff and/or Regional Leads to report on progress and to provide feedback for improvement based on the performance and experiences of individual programs and organizations; facilitate when needed.
- Develop, maintain and distribute timely records of coaching activities with each site, and complete required project paperwork or reporting as needed;
- Maintain annual reliability as a program quality external assessor;
- Schedule and travel regularly to on-site appointments with site leads for coaching, to other regions in the state to attend meetings, receive professional development and/or provide assessments.
Training Design and Development
- Apply adult learning principles to help design and assist in developing training content and professional learning materials that best fit the needs of providers;
- Develop trainings and content for multiple delivery methods including live, in-person and virtual workshops, e-learning courses via learning management software (LMS), self-paced courses, training of trainer courses (TOTs), and other delivery methods as applicable;
- Develop and implement tools, trainings, and strategies for ELOs, aligned to Washington State Quality Standards for Afterschool & Youth Development Programs and the Washington State Core Competencies for Child and Youth Development Professionals and with intentional focus on racial equity and culturally responsive practice;
- Stay abreast of current trends, research and issues relevant to school/afterschool partnerships and K-12 education and ensure SOWA professional development opportunities reflect current trends.
- Work closely with the Quality Leadership, Field Development, and Field Services Team to support the development of continuous quality improvement supports;
Training Delivery and Evaluation
- Facilitate trainings, meetings, and events, both online and in person;
- Support the review and evaluation of training content and materials (e.g., focus groups, feedback sessions, training observation, etc.)
- Become a State Approved Trainer with Department of Children, Youth, & Families and fulfill ongoing requirements to maintain approved status;
- Support the administrative management of SOWA’s learning management system, including supporting participants’ registration, participation, and completion of online courses as applicable;
- Serve as a member of SOWA’s Program Quality Team to deliver quality training content;
- Provide content development and support for SOWA’s annual Bridge Conference;
- Address racism, sexism, heterosexism and other discriminatory practices;
- Work toward racial equity through undoing institutional and structural racism and support ongoing organizational cultural competency;
- Work with partners, stakeholders, and ELO providers to advance quality and professional learning supports for ELOs in Washington State;
- Develop content and materials for website and other communications as applicable;
- Serve as an ambassador for the organization at all times both formally and informally;
- Perform other duties as assigned.
Qualifications and Competencies:
- Minimum three years delivering SEL, afterschool, summer, or youth development programming;
- Experience delivering coaching or technical assistance to adults in youth-serving agencies or other professional settings;
- Minimum three years of experience in developing/facilitating trainings on social emotional learning or positive youth development theory;
- Knowledge of equity and social justice principles and practices, and understanding of the effects of place-, race- and policy & systems-based inequities on marginalized communities;
- Experience facilitating trainings or meetings via Zoom and/or other virtual meeting platforms;
- Proficient in Microsoft PowerPoint;
- Ability to grasp new knowledge and approaches and integrate relevant content into new training products;
- Ability to independently travel between work-related appointments and trainings within the Spokane region, and occasional travel within Washington state;
- Ability to work a flexible schedule, including some evening and weekend work;
- Excellent communication skills and positive customer service abilities;
- Bachelor’s degree preferred, in adult education, social service, k-12 education, child and youth development, or related field; 5 to 7 years of work experience in a related field may be substituted for higher education;
- Demonstrated understanding of or familiarity with program quality and assessment tools;
- Bilingual and able to read, write and facilitate trainings in Spanish is preferred;
- Strong preference for candidates who have completed the following suite of trainings and endorsements, though we could consider candidates who would pursue these trainings within the first 6 months of employment:
- Completion of Weikart Center’s PQA Basics training within past three years
- Completion and endorsement as a reliable Weikart Center Youth, School-Age, or SEL PQA External Assessor within the past 12 months;
- Successful completion of Youth Work Methods Training of Trainers within the past three years
Hours and benefits:
This is a full time exempt position.
Fair Labor Standards Act (FLSA) Classification: Exempt
Annual Salary: $49,100 - $57, 200 to be determined by experience and qualifications
